Can't boot from safe mode

Mcaffe complained about finding a virus and automatically removed it.
It did this several times. I was planning on just turning the
computer off and boot from safe mode and then run a system restore. I
hit start and shutdown but it hung instead of rebooting. I pressed
the power button to turn it off. When I restarted the boot failed and
retried. The safe mode menu comes up at boot but even if I hit safe
mode it loads a bunch of sys files. When it gets to up.sys it just
reboots again.

Suggestions? I tried turning it off and using f8 but I get the same
results.

No need to boot to safe mode to run System Restore
you can run it from the "normal" mode
