hi , i encounter a problem of reboot my computer , i dont know how it happen
but it just did. My computer will automaticly reboot once it get to the
windows xp logo part and it wont let me in to safe mode is it a bios problem
if so how to fix it please help .

Might not be a bios problem, since it sounds like windows hangs during
hardware detection. Windows can bypass hardware via safe mode. But you seem
to have a problem there as well. Have you tried selecting "last good
configuration" from your boot options (f8)? Try repairing
windows by booting from windows cd, setup, new install, then repair option.
If there is a physical problem with a hardware device, windows will either
stall with setup or give you information of the problem.
Only then you might want to check your bios and see if some of your settings
are off, eg, graphic winsize to small or off, harddrive / cd /dvd not being
recognize, etc.... Most bios have automatic settings for optimize or best
performance settings that you can simply select from.....

Also, try booting windows without any connections other than keyboard, mouse
and monitor. Remove the modem, ethernet, printers, usb, etc.....
