Any Ideas?

So I'm trying to help a friend with a problem. He's
running XP on a Dell with the most recent IE. It seems
that no matter what we do he is unable to login to his
hotmail account, (MSN IM also won't login), we also
couldn't login to his student account Western Washington
University. It just seems he can't get into any
login/password website. It just says "page cannot be
displayed" when we try.... any suggestions would be very
much appreciated.
