Administrator problem with Internet Explorer

IE won't open for user w/ admin rights. Opens fine for all other users. If other user is given admin rights, same problem, but when admin rights are removed, problem goes away. Message received is IE has encountered a problem and is shutting down. Any helpful thoughts would be appreciated.

Also for administrator, when trying to access router base station management tool, IE pops up with the same message, not having been selected to be opened.
