ActiveX is not enabled in your browser

When I visit maps.google.ca I get the header for that site and the word
Loading...
The rest of the page is blank. I get a run time error Line: 4, Error: Object
Expected.
Debugging says "ActiveX is not enabled in your browser. If your browser is
Internet Explorer, you must have ActiveX enabled to use Google Maps."

My operating system is Windows 2000 Professional with SP4 and Internet
Explorer 6. I have done spyware and virus scans - system is clean. I have
downloaded and installed msxml3.msi (advice I found on the newsgroup). I have
deleted cookies, temporary files, etc. I have tried to reset internet options
to default.
No solution yet.

Any other suggestions?
