ActiveX controls will not download

I use Windows 98 and Internet Explorer 6. When programs or websites require
ActiveX controls, these controls fail to download. My IE security level is
set to medium, and I have checked that both ActiveX controls and Scripting
are enabled. My Norton firewall is set to authorize ActiveX controls.

Any idea how to fix this problem?
