explorer not recognizing activex

all of a sudden internet explorer is saying activex is not supported..as if I
were using Netscape (win98se)
my security settings have not changed...(medium) initialize and script
activex controls marked as safe...enable active scripting
I tested activex at pcpitstop, but I have noticed web sites using active x
do not work in internet explorer now.
I ran Counterspy and Norton av and no problems.
How can I fix it so explorer recognizes activex again?
I have already used the repair option for internet explorer under add/remove
and have re-installed explorer 6.0 from microsoft site.
I also have all the security updates for explorer, but the last one q896688
gives me an administrator page instead of the scan for updates page at
windows update(Win98SE)

well the first solution didnt work..kb909889.reg it said it wasnt a valid registry script when I clicked on it to add it to the registry...will try some of the other solutions offered.

well, I tried all the solutions offered..the first two said kb909889.reg and ole_fix.reg is not a registry script...the next kb896688_fix.zip said all values are correct. also the suggestion to move a site from the internet zone to the trusted zone did not work...yes, I rebooted to see if any of this would work.

That's caused by the Windows NT family unique functional "Windows
Registry Editor Version 5.00" line on the top. Replacing that with
"REGEDIT4" *and* adding a blank line after the last line (two times
[Enter]) would make it an Windows wide functional REG file ;-(

I can asure you, that http://patch-info.de/IE/Downloads/OLEfix.zip
contents excactly these entries and nothing more - and will work
on any Windows version released yet.

Pardon? The "ole_fix.reg" contained in the OLEfix.zip should import anyway!

Have you tried the same thing without NAV running in the background?
The same without Counterspy running?

Well!!!! good news!! active x is now working again..I tested it at two sites, but at pcpitstop/testactivex, the browser froze when I accepted the certificate..also I forgot to mention that at the same time activex stopped working, the main Norton AV screen became all red(all errors)..when activex started working again the main norton screen returned to normal....the problem now is that win98se hangs on shutdown...out of the last 5 shutdowns it hung up 4 times..pressing escape key didnt help as it used to when it got hung up. even though I changed the name of the registry editor to regedit4, it still would not import the file, or so it said, but after that I rebooted and activex started working again.
more good news...the windows update site is working again...that
administrator page is gone and I have the scan for updates page back.
Now is there a fix to get win98se to shut down properly everytime??
I believe I read somewhere that the hard drive could be damaged over a
period of time if windows never shuts down properly

I must be doing something wrong as I changed the name to regedit4 and I added a blank line after the last registry entry line and a blank line after regedit4..2 times enter??? is that correct? if not then please clarify or give an example because this did not work at all.

The ole_fix.reg inculded in the OLEfix.zip shouldn't be changed.
And no, regedit4 isn't the same as REGEDIT4.
