Windows 2000, Installing ActiveX

Ok, it's been a while since I've used Windows 2000, and I got stuck trying
to permit an activeX control to be installed for Internet Explorer.

I was trying to go to Windows Update and install Microsoft Update. It
requires an activeX control to be installed. Typically in Windows XP, a
message under the Address bar asks for permission to install the control,
but there is no such message in Windows 2000 IE 6.0. I don't know what to do
to install it. I put security on Low and enabled all ActiveX
permissions to install controls. No Luck.

Any idea what to do in Windows 2000?
