activex error in internet explorer

hi

i have been struggling to find an answer to how to fix
this error outside of reinstalling windows 98/me/2000/xp.

this is the error
"your current security settings prohibit running activex
controls on this page. as a result, the page may not
display correctly"

the machines that it happens on is totally random. the
version of internet explorer that it happens on seems to
only be versions 5 thru 6.

things that i have tried...
updating ie to the latest version doesn't fix the problem.
none of the microsoft articles have solved the problem.
none of the fixes that i have seen on the internet have
solved the problem.
resetting the security settings in ie don't solve the
problem.
resetting the activex settings in ie didn't solve the
problem.

i make some good money off this problem. but it would be
nice to have a solution that doesn't take 5 hours and
cost the users as much as it does.

if any one has a decent solution i would greatly
appreciate it. and judging by the number of people
getting the same error so would they.
