ActiveX error

The error says "security settings prohibit activex controls on this page". I
have tried troubleshooting the problem by enabling all the activex controls
in the internet options. I have also tested the activex controls at the
microsoft web site and they are definitely not working. What can I do? I am
running xp sp1 and am trying to get sp2 but cant because the download page
requires the activex controls. Another problem I am having is that I cant
log in to any secure site. ex. hotmail. could this be related?
