About Text Service and Input Lanaguages

Dear All,
Whe I add a new Input language (ex .Input language: English (United
States) / Layout : US) in "Text Services and Languages "Properties Page,
then there are two keyboards in "installed services" and I can see the
Language bar;but after I restart the system, the new iput language
disappear. WHY?? My default input language is Portuguese[Brazil] and
installed services is ABNT keyboard.
