100% CPU

When the Print Spooler Service is active it uses 100% of the CPU. And with it
off I cannot add a printer. HP Desktop and HP printer.

there is most likely a job scheduled to a print device. I have seen this
with the Office Document Writer and other real and virtual devices that are
not online.

When the spooler has been stopped
net stop spooler

copy the contents of \windows\system32\spool\printers to another location
(or delete if you do not need any of the spl files.)

net start spooler

Open the printers folder, you will most likely see some printers there.

Unsure what the HP Desktop is but you should be able to install the printer
now.
