XPS Document - hotfix 946411 Tswpfwrp.exe

I am experiencing the problems outlined in this kb article:

However, the article does not provide a download but instead provides a link
that is supposed to send me to a support site. That site is not helpful.

Can anyone give me direction on how I can get the hotfix I need?

After more research, it looks like applying Framework 3.0 SP1 is supposed to
resolve this issue. I will test it.
