I need to obtain the hotfix described in KB308402 -- http://support.microsoft.com/default.aspx?scid=KB;en-us;308402&

I see there are hundreds or thousands of others that have this problem. Kind respoinders tell them to go to that KB article, but that KB article says to contact Microsoft to get the hotfix. All links from that article to Microsoft are dead ends

What is the phone number

My OEM is Dell, and they won't or can't give me the hotfix. They say to reinstall Windows. NO! We are not going to reinstall Windows every few days like many who have posted this question.

Thanks. That clearly does not solve the problem. I clearly stated that the contact information in that KB article is a dead end.

If you disagree, please prove me wrong. Follow that link to a specific way to contact Microsoft to obtain the hotfix.

I'm still seeking the phone number to Microsoft. TIA to anyone who can suggest how to obtain that phone number.

Call Microsoft support at 800.936.4000. Tell them you want hotfix 308402.
They won't ask you for money. They will courteously send the hotfix to you
via email.

The Download link isn't a dead link. Get it from the KB article page.

See para 3 of that page. Where fixes are developed that appear to work,
but have not been fully tested, MSoft is not prepared to put them on
general update where they might be installed by people who do not need
them. They are made available if you call MSoft support in your area,
and start by saying immediately that you want the fix for that number,
because you are suffering the explicit problem. If you ask for nothing
else you will not be charged
