"Note: In special cases, charges that are ordinarily incurred for support calls may be canceled if a Microsoft Support Professional determines that a specific update will resolve your problem. The usual support costs will apply to additional support questions and issues that do not qualify for the specific update in question."

It's a little vague. This could mean that if you've mistakenly assumed that this fix applies to your problem, then you could be charged. Their explanation could also mean that as long as your calling about this problem, mistakenly or not, then any charges will be waived.

There is never a charge for a hotfix provided you don't mention anything
else other than that. Read the whole article and call MS for it.
That's the only way to get it.
