"Pci.sys Is Missing or Corrupt" Error Message When You Start Windo

Some days ago, whenever I tried to switch my PC on it wouldn't respond, so I
replaced my PSU, since then whenever I start windows xp i receive the message
that this file :C:\System32\Drivers\Pci.sys is missing. I've tried the
windows setup CD, but it also gives me an error (number 4).

Can anyone help?\
