Clicking scroll bar causes ie to page down too far

After installing the last security update for internet
explorer (Cumulative Security Update for Internet Explorer
6 SP1 (KB824145), IE now scrolls a web page too far down
when clicking inside the scroll bar area (not on the
scroll down arrow) to do a page-down. The trouble seems to
be with the mshtml.dll file. If you replace this file
with the earlier version, the problem goes away (but doing
this effectively undoes the security patch :-(
This is so annoying!! MICROSOFT PLEASE FIX THIS ASAP!!!!

This is due to a bug in critical update 824145.
Work arounds:
Click immediately under the slider.
Drag the slider.
Use the mouse wheel.
