You are not authorized to view this page?

Using WinXP Pro while attempting to download programs from various web
sites. (i.e... Symantec Intelligent updater.) I get the message "You are
not authorized to view this page"

This occurs only when trying to download files. Can any one please advise me
what I can do to correct the matter?
