"You are not authorized to view this page"

About two weeks ago, in the middle of visiting a website,
I was no longer able to access it. Instead, I received
the message, "You are not authorized to view this page."
It's been this way since then and I haven't been able to
access the site at all. Accessing the site was never a
problem before this. At first I thought the website was
down, but I've been able to successfully access the
website from other computers, with no problem. I also
have no problem accessing any other site on my computer.
It's only this website that's causing problems. I've gone
through a lot of trouble to figure out the problem but
have had no luck whatsoever. I have the home edition of
Windows XP with all the latest updates.

This is the message that's displayed when I try to access
the website:

The web server has been configured with IP restrictions. The IP address of
the machine you are browsing from is not in the list of IP addresses allowed
to browse the site. You will need to contact the site administrator to get
this corrected.
