I tried activating parental controls with Yahoo. When instructed to restart
my computer, I am unable to log in. I can't get in through Yahoo or Internet
Explorer. Is it possible some setting is preventing it after the parental
controls is loaded?

Are you set up as an Adminstrator or a limited account?- if limited then you
will have the restrictions applied to you.
I suggest rebooting into Safe Mode (clicking F8 while PC is booting) and
singing in there to the Admin account and changing user types in the Control
Panel.

Hmmmm!! I'm at a loss. If you can't get to Yahoo, then you obviously can't
look up any help sections. Have you tried calling your ISP? They might
help.
But first check your PC for spyware and viruses and try clearing out your
TIF Start/Control Panel/Perf. and Maint./Free up space.
It looks like something you have in your PC is blocking internet access.
Last thought, try going to Start/Run and enter "netsh winsock reset" without
the "" but with the spaces then press OK
