xp wont let me switch users

I'm having trouble with switching users. XP will let me log out, but now
switch users. I don't remember when this started or how long ago. Before
this problem, my computer used to lock up when you were logging on. it used
to lock up when the screen said 'loading personal options'. as soon as that
stopped, my switch user problem started. any suggestions on how to fix it?
i'd appreciate it. Thanks
