XP won't boot

As of today one of my XP PCs won't boot. It's always been a bit slow
and problematic and I've never been able to figure out why, but today
it get's stuck druing the first Windows is loading screen, with the
Windows logo and the scrolling lines bar...the lines stop scrolling and
it sits there forever. I can restart and then choose safe mode w/
networking (boot normally or last good config do not work). I checked
the event log and found this
The Following boot-start driver(s) failed to load BANTExt Fips SYMTDI.
Could this be the problem, and what can I do now?

SYMTDI is a Norton Antivirus/Internet Security related file. To test
to see if this is what is causing your issue, you should uninstall
Norton. However, since you can only get to Safe Mode, that will be
somewhat difficult. So instead, what you will need to do is disable
the SYMTDI driver. To do this, follow these steps:

1. Right click on My Computer and click on Properties
2. In the Properties windows, click on the Hardware tab
3. Click the Device Manager button
4. Go to the View menu and click on Show Hidden Devices
5. There should now be an group on the Hardware list for Non-Plug and
Play Drivers. Open that up and locate SYMTDI
6. Right-click on SYMTDI and click Disable.
7. Close the Device Manager and try booting back into normal mode.

If at this point you can get into normal mode, you'll know that Norton
was causing the issue. Uninstall and reinstall your Norton program to
fix it.

What version of Norton Anti-Virus is or was installed on your computer?

Also is Belarc Advisor installed?

The report in the Event log. Was it for a safe mode boot or a normal boot?

If the machine does not boot how are you able to read the event log? Are
you saying you are able to boot in safe mode ?

The machine is able to boot in safe mode, and that is where I am able
to look into the event log. And I'm not sure now what the event log is
for, it's just for that log in...?Judging by the time I think was for
the failed boot in normal boot mode. I do have Norton and Belarc
installed on it. Norton has always had some issues on this PC come to
think of it.

I disabled the drivers that were listed, but still it won't boot
normally. And the event log says they are still not loading. I guess I
will try to uninstall the software completely.

Now I cleaned the HDD and reinstalled windows, and it boots but it's
exremely slow, and Fips driver still will not boot.
