XP thinks cable is unplugged

On another computer, I was using Windows 98 and a Realtek
RTL8139(A/B/C/8130) PCI Fast Ethernet NIC (July 17, 2000
driver) that worked fine for at least 20 months. Earlier
this week, I upgraded to Windows XP. I bought the full
installation CD and installed it. It overwrote Windows 98
entirely. Everything seemed to load and operate just
fine, however, I cannot make a connection between my other
computer and my DSL router -- which I was able to do with
Windows 98. I have verified that the NIC and the CAT 5e
cable work properly by operating these components with
other computers.

The Windows XP Network Connections screen displays a mixed
message. For the Local Area Connection using the Realtek
RTL8139 NIC, the screen flashes the message that the Local
Area Connection is "Enabled" -- this message is displayed
for about one or two seconds. Then it is replaced with
the message "network cable unplugged" -- this message is
displayed for about four or five seconds. Then, that
message flashes to "Enabled" for about one or two
seconds. This continues constantly, flashing from one
message to the other. I thought that the Realtek driver
might need to be updated, so I went to the Realtek website
and downloaded the zipfile "Windows XP (Pass HCT 11.1
test) version 5.05". I installed those driver files, but
it made no difference. I still get the constant flashing
of "Enabled" then "network cable unplugged."

Is my problem with the Realtek NIC or driver, or is it
something else? Please advise on what I should do.
