XP system restore & uninstall question

A little puzzled about XP's system restore & uninstall
feature. If I uninstall a program and then for whatever
reason have to use system restore to roll back to an
earlier date, how is it that program reappears when it
should no longer exist because of my having uninstalled
it??? This gives me the impression that although I take
the necessary step with Windows uninstaller as well as
manually if need be to remove an application, program or
what have you, it is but a waste of time because it is
still there cluttering up my harddrive?! Is it even
possible to remove a program completely? I feel System
restore has one other unpleasant side effect. It removes
email boxes that were created after restore date.
Recreating the box doesn't bring anything back, such as
contacts, saved mail etc. It appears as though a new box
was created altogether. Is there a way to keep the one I
had after the restore date? Please forgive me being so
long, but I am truly confused here. Help, ideas, thoughts
that can clear up my confusion I would be ever so
thankful. -Kit
