Boot to "Safe Mode". This causes XP to start without any 3rd party
drivers or applications. If in Safe Mode, the PC performs as expected
then you have one or a combination of the following:

Virus/Trojan
Spyware
Driver problem
Disk issue
Recent Upgrade or Program Patch interaction
