Might you have perhaps enabled the option to clear the pagefile on shutdown?

While this article shows how to set/clear it using a registry edit, a policy
can also be used (gpedit.msc) to change this value.
So what software did you install just before this problem appeared? If the
program doesn't respond when Windows is trying to shutdown (it first asks
applications to exit) then there will be a delay while Windows waits for
programs to comply until it eventually gives up and goes on with the
shutdown. I've seen some applications that open a Save dialog to save your
changes but the dialog was underneath the main window for the application so
it was hidden. Windows is waiting for the application to exit, the
application is waiting for your response, but you don't know anything is
waiting for you to responde.
Use Task Manager to kill off all the non-critical processes before
attempting a shutdown. If the shutdown becomes speedy then you know one of
those processes is farked.
