XP SP2 Pop-Up Blocker Not Working

Why would the pop-up blocker on XP SP2 not work? I have it set for high, I
evened enabled Active-X controls per MS instructions but pop-ups still get
through.
There are no sites in the exclusion list or zones. Other SP2 machines are
blocking pop-ups just not this one.

Is that particular machine 100% spyware and virus-free?

Mayhaps they be not popups per se but macromedia flash.
popup blockers will not stop macromedia flash from playing!
