XP Security Pack Install

I have downloaded the Security Update for the msblast.exe
worm virus. Each time I try to run the program, this
message pops up:

KB823980 Setup Error

Setup could not verify the integrity of the file
Update.inf. Make sure the Cryptographic service is
running on this computer.

I even tried to open the file from Microsoft instead of
saving it to my computer and received the same message.

You can use the following KB articles to troubleshoot and fix the issue so
that the patch will install.

Getting the same error message. I found an article which
suggested to delete the C://Windows/System32/Catroot2
folder, which I did, however that did not resolve the
issue. Any help someone can provide on this error message
would be greatly appreciated. Thanks!!
