System Restore/Security Patch error

I recently did a system restore on computer setting it
back to July 1st. After the system restore I downloaded
the worm blaster patch and another security patch, but I
can't install either of them.

I get a KB823980 setup error which says:

Setup could not verify the integrity of the file
update.inf. Make sure the cryptographic service is
running on this computer.

What do I do now? I've tried deleting the & re-
downloading the patches. But I keep getting the same
error message.
