kb823980 blaster patch

When I try to install this patch, I cannot. The message
I receive is: "KB823980 Setup Error. Setup could not
verify the integrity of the file update.inf Make sure
the cryptographic service is running on this computer."
I have no idea what this means, or what to do to fix the
problem and install the patch. Please Help!
