KB823980 Setup Error

I have an HP Pavillon Ze5170 with XP.

I have the worm. When I attempt to logon to the internet
it reboots within a couple of minutes.

I have tried installing the patch for 32-bit XP however I
receive the following error message:
KB823980 Setup Error
Setup could not verify the integrity of the file
update.inf. Make sure the cryptographic service is
running on this computer.

What do I need to do to complete the install?
