problem installing blaster worm fix

When I click on the .exe file I receive the following
error pop up:

"KB823980 Setup Error

Setup could not verify the integrity of the file
update.inf. Make sure the Cryptographic service is
running on this computer"

I have verified that Cryptographic service has been
started but still receive the error. Any assistance is
appreciated.
