XP Restore Console

Please Help!
When i try to run restore in xp it will not run. 1st it
tells me to restart, i do and it still won't run. when i
try to run it from the sys info tab it gives me this
message. An exception occured while trying to
run "C:\windows\system32
\shell32.dll,Control_RUNDLL "C:\windows\system32
\sysdm.cpl",System". Could someone please tell me how to
fix this problem?

Select S and scroll to System Restore. Can you get to System Restore
from Start>All Programs>Accessories>System Tools>System Restore. My entry is
just below System
