XP pro won't boot into safe mode?

I have a dual os installed - xp pro and mandrake linux 10.1

For some reason I can't fathom, XP won't boot into safe mode. On
pressing F8 I get the relevant menu, but if I select Safe the process
stops and reboots after ten seconds or so.

Any ideas please?
