Can't boot into Safe Mode

Using XP Home Edition:
I've tried tapping the F8 key once or repeatedly at boot-up, but it has no
effect.
When I press F12 at boot-up for the Boot Menu, it only offers "1- Normal"
and "2-Internal HD".
Both of these choices result in a boot into the normal XP, not Safe Mode.
Any suggestions?

Yes, this helped. I was able to boot into Safe Mode using the Configuration
Tool, Boot.ini Tab. Thanks!
