XP Pro hangs when running files...

I have a Dell XP Pro box thats on a win2k domain. It has a 120gb SATA drive,
1gb RAM. It has had a problem since about new that I cant figure out, but its
been intermittant until now.

At times I cannot double-click a file, lets say a text file called doc.txt,
and make notepad run without having about a minute delay. The whole system
gets stuck, but the CPU does NOT show as busy. The text file (or any other
file that has a file/run association to it) can reside anywhere on the hard
drive. I do see the HD LED flash about every second or so until it becomes
free.

If I open notepad (or whatever other associated program), I can open the
file fine by browsing to it within the file/open dialogue. I also have the
same problem right clicking to show file or folder properties.

I used to only get the error only when I removed 'Everyone' from the
security settings for the C drive and adding 'domain admins' (which I am) and
'system', which is what works on my 2k pro/server boxes.

Now it seems to be all the time, even with everyone having full control with
pass down inheritance checked.

I have run currently updated Norton Utilities and AdAware. Scandisk, and
Defragged the drive. No luck. I have tried shutting off menu transitions in
Display, logging on as a local machine administrator, and a Reg hack that I
found listed here while searching for my problem. Still no luck.

Anyone know what else I can try besides reblasting the box? Seems a shame to
have to do that, but will if I have to.

I would look for contention from your network/servers. It sounds a bit
like the OS is refreshing network connections for mapped drives, some
not on-line or slow? Improper/failed authentication? Something along
these lines.

As a matter of fact, there is simultanious LED activity across all used ports
on my network switch when I double-click a file on the drive to run it. I
noticed that I also have the problem/delay when trying to delete a file.

There arent any net drives down that I know of. I have checked the only
association that I know of, and even rebooted the server that hosts the
mapped drive as it was up for 49 days. The event viewer isnt showing anything
other than started services. No errors referring to a failed or delayed
action.

Is there a utility that I can run to help out in diagnosis? Or maybe a place
to start looking for the problem? I dont get it, as all the 2k pro boxes are
perfect.
