XP locks up during "applying user settings" part of logon

According to article #329457 there is a fix that you can
get from MS. Can somebody please send me the fix?

Follow the instructions in the article and contact Microsoft for the fix. If
you are experiencing the exact problem mentioned in the article, there will
be no charge. They will give you a website address to download the file.
