XP Home SP2 Installer problem

Currently I cannot install or uninstall any programs which utilize the
Windows Installer. Everything was working fine until I downloaded updates
from Windows Update about a week ago, then I first noticed that .NET 1.1 SP
1 update would not install. Other updates install fine (i'm assuming) but I
believe that this one won't install due to it using MSI. I've tried
downloading the Windows Installer 3.0 installation package, but it will not
install on SP2 due to a newer version already on the system. I've tried the
"sfc /scannow" command, I've downloaded MS's "fix" from both WU and the
website direct, to no avail. I've tried uninstalling the updates,
reinstalling the updates, to no avail. Is there currently a known problem
with MSI 3.0 under XP Home SP2 or did I screw up my system somehow? ...

Open a run box and do "msiexec /regserver" (without quotes)
should fix the windows installer up.
Is it that crazy client runtime something something with the addresses
and stuff?
