xp dialer: avtapi.dll error message

Dialer was working fine until strangeness on the desktop. I rebooted and
tried to use dialer to dial telephone. The error message:

Windows cannot fine 'Dialer.exe'. Make sure you typed the name correctly, and
then try again. To search for a file, click the Start button, and then click
Search.

I then tried to run: c:\program files\windows nt\dialer.exe and I get the
error message:

Operation: One of the application components (AVTAPI.DLL) is missing or not
properly registered; use regssvr32.exe from the command line to register
components.

I am at the edge of my sanity and knowlege of computers.

What do I do?

Hi,
Make sure this machine is clean from malware and viruses by scanning!.

Do you have an answer machine with this modem DUN?

Open a run command by clicking Start >> Run and type in the box:
regsvr32 avtapi.dll click [OK] then reboot your system.
Does it help?.
If still no help, open the local search engine and let the dog sniff!.
search for the file by typing the name and if found copy it to here:
C:\Windows\System32
Reboot your system, doe sit help?.
If still run this command:
sfc /scannow click [Ok] and let it run untill it tell we done and reboot,
any progress?.

Dare I ask what happened to cause this or just let it go? Like I might avoid
the same in the future.

This kind of cascade effect in initializing software happen often enough.

I am back with the same problem. It recurs after every boot but now I know
how to restore the dialer. Life has to be better than this.

The (seeming) beginning of the problem started when some parts / lines of
the display in various program windows would jiggle, vibrate and otherwise
behave badly. That is when I rebooted and hence posted my first message.

Does anyone know how to chase down the cause of the problem? It might be the
program from which I "dial" my phone. That program is InfoCentral 7. (I hear
the puzzled silence.) Modem settings? What?
