Windows XP Dialer.exe doesn't work

Can Windows telephony be reinstalled? Windows XP dialer doesn't work. I
get an error:

Error: Phone Dialer.

Operation: Placing a call.
Details: Filed trying to connect the call. Does the device have
power and dialtone if necessary?
Error: The operation failed for an unspecified reason.

It never gets to the modem or the phone line.

I verified that the telephony service is running (services.msc). I
verified that I have the DLL files associated with Windows telephony
(e.g. tapi32.dll).

I found that my Windows fax had stopped working also and just hung up.
I reinstalled it using Add/Remove Windows components, and it works
again now. But Dialer.exe (also used in Outlook and elsewhere doesn't
work). The modem is configured right because fax works (and I can also
use Hyperterminal and other dialer programs).

I wonder if I lost registry keys.

I don't use the modem much and don't think I've installed any
applications that use it. Could this be a casualty of Windows security
updates against hostile dialers?

I have SP2 and all the updates for both Windows XP and Office 2003.
