Working online computer went to blue screen with error message

The error message was stop: c0000135 {unable to locate componet) This
application has failed to start because USER32. dll was not found.
Reinstalling the application may fix this problem.
Can I get past this screen and if so what steps should I be taking to
correct this problem?

To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW
