Won't shut off

When I try to shut down XP on my Dell 8200, I get a blue
screen with some error codes and it stops there. System
restore will not work as the system is not fully shutting
down for a re-start. Tried support at Dell and was told to
just re-install Windows after a complete backup. I am not
confident in this procedure. Microsoft was no help as the
machine came from Dell and it is their problem.Error codes
are as follows:

OXF9E699BO
OXF9E6999BO

perhaps the other codes will also work that way.
