Sounds as if it has decided to install ACPI, but in fact is not talking
to the BIOS correctly. Only thing I can suggest (and it is probably not
worth it) is a repair reinstall. In that after first reboot there is a
black screen with 'Hit F6 to install special drivers'. If you hit F7
instead, nothing will appear to happen, but it will install APM (in
disabled state) instead of ACPI. That is not really much loss, and you
will have the APM page available to turn it on.

I have the same problem, and I also have the gigabyte mobo. I posted the
problem here a few months ago and stumped all of the guru's except one...
who said to hit F5 when the Xp setup screen says to hit F6, then select
an ACPI choice (I picked ACPI Multiprocessor, because my mobo is that).
Then go ahead and finish XP setup and all is well. This should be possible
thru a repair install, I just don't know how it's done.

None of the shutdown fixes will solve the problem because your Windows
is shutting down okay, the hang occurs because the power supply does not
shut down after Windows has shut down. That occurs because XP with
SP2 does not permit XP to recognize that the mobo is ACPI compliant.
That's a shame because it worked just fine with SP1. Gigabyte's answer to
me was "use SP1 and not SP2".
