won't power down

My computer will not power down i have to unplug it to get
it off (holding button in does not help) when i power back
up i get 50% power message.????? any ideas?

See if it happens if you start up in safe mode. If the
problem goes away, it is a device driver that is
responsible.
Pressing F8 at the same time that Windows starts allows
you to select Safe Mode.
