wireless internet connection good - but webpage unavailable offlin

I don't understand why my connection is good on my laptop from router to card
yet when I click Internet Explorer it says webpage you requested is not
available online.

Another question: How do you burn windows updates onto a CD? I have to
download updates onto my laptop and cannot connect. Thank you
