WINS messenger [03h] duplicate entries

We are having problems with our WINS servers and were
wondering if it would cause problems if we have multiple
messenger [03h] entries for a single username. We have
WINS servers in multiple locations. On one WINS server
we have a username (not computer name) assigned to an IP
address for that location with a [03h] entry. On a
different WINS server in a different location I have a
separate messenger [03h] entry for the same username with
a different IP address. Is this normal?
