WinKey on Keyboard malfunctions for user, but not Administrator

I have WinXP Pro, SP-2. I just got a Belkin ergo keyboard to replace my old
80 key keyboard. It works fine when I logon as Administrator. When I logon
to my user account (which has full admin privileges), the Windows key
doesn't function properly. It will bring up the start menu (if I press &
release) & Win+L & Win+U work. All the other shortcut keys don't work with
the windows key.

i.e. Win+e just acts like I pressed "e" rather than bring up Windows
Explorer; Win+M just acts like I pressed "m" by itself, etc.

I saw the recommendation by Gerry on 10/8/2007 4:01AM about creating a new
profile. The only problem with that is I must have over 100 apps &
utilities installed...& yes, I only installed them for my one user account.
I'm not even sure that I know where they all came from.

Any ideas? If I do decide to reinstall all these apps & utilities, would
you recommend that I install them for "all users", even though I'm the only
user on the machine.

In case anyone else has this problem again, I discovered one cause & solution.
If you have TweakUi, there is a setting under Explorer to "Enable Windows+X
hotkeys". If you've unchecked that option, then, of course, they won't work.
Check that option & reboot.
