Keyboard Inop in XP for One User, but works for other user??

I have a Dell desktop computer with Win XP Pro loaded and two user profiles
set up. It worked just fine for either user for several years; no problems
with the keyboard for either user.

After moving the computer to a new home and reconnecting everything,
suddenly the keyboard is totally non-functional when logged in to one user,
but works ok for the other.

I've put the keyboard on another computer to test it, and it is completely
functional. I've installed a different working keyboard on this computer,
and it becomes inop on the same one user. I've deleted and reinstalled the
keyboard in device manager and the same thing occurs. A totally inop
keyboard for the same one user.

Does anyone know how to fix this problem?

I'm thoroughly convinced that it's NOT a keyboard problem. Something seems
corrupt or set wrong for this user, but I can't find any place to change it.
Please provide any help possible. Thanks.

Define "inoperative". Does it mean that the user cannot log on?
If using strong ID's and passwords, watch out for the upper and
lower case settings and typing for the log on.

Possibly a corrupt user profile. Log on under an admin account
and rename the folder "c:\documents and settings\{BadUser}"
to something else, to force Windows to create a new profile.

Inoperative means exactly that. None of the keys work. I can't type
anything once logged on. The log-on with that user doesn't require any IDs
or passwords to be input, just click on the user icon. Besides, with an Inop
keyboard, how could I possibly use your suggestion?
After I click the "baduser" icon, everything seems normal (ie, their desktop
appears with all the icons). If I then open Word or any other program and
try to use the keypad. Nothing happens. Even trying F1 from the desktop,
does nothing!

I'm going to try the other poster's suggestion, but if you have any other
ideas, please relay them. Thanks.

Thanks, I'll try that.
Is there a way to "copy" another user's settings to a new user or to
overwrite and existing user?
