WindowsXP Pro and Windows98SE in a peer to peer workgroup

The XP pro machine can see all the computers on the
network, and has access to them all. The 98SE computers
have access to each other, but when trying to access the
XP machine a window pops up "Enter Network Password"
Resource \\(The XP Host Name)\IPC$
with a password box underneath. - Where would the
administrator add a network machine or user?

Try enabling the guest account on win xp. To do this goto
user accounts in control panel and turn on the guest
account. Also make sure there is no firewall enabled.
