Windows XP will not shut down or restart

When I use theStart button to shut the computer down or
restart, it will not do so and continues to run with the
desktop. Only way to date is to pull the plug... I have
tried to reload XP but it went too fast I think to be a
true reload. Any thoughts on how to repair this. My
